New laws take effect in NC starting Jan 1

Teen Driver's License Changes (Senate Bill 157):

  • Teens with a limited learner permit must keep it for nine months before obtaining a limited provisional license.

  • Limited provisional license allows unsupervised driving for teens older than 16 between 5 a.m. and 9 p.m.

Age Verification on Pornographic Sites (House Bill 8):

  • Requires age verification on pornographic websites for users in North Carolina.

  • Websites must use a commercially available database or other reasonable methods for age and identity verification.

  • Users can sue sites for retaining identifying data in violation of the law.

Election Laws Changes and Lawsuits (Senate Bill 747):

  • Eliminates the three-day grace period for receiving absentee ballots.

  • Same-day registration during in-person early voting requires proof of residence, a photo ID, and a retrievable ballot.

  • Partisan poll observers gain more power, limited to three per party at each voting place.

Abortion Law Changes (Senate Bill 190):

  • Requires practitioners to prescribe codeine cough syrup electronically.

  • Eliminated language in the abortion bill regarding verification of gestational age for medication abortions.

Late Local Government Audits (Senate Bill 299):

  • Allows the Local Government Commission to withhold a portion of sales tax distributions for late local government audits.

Protections for People Addicted to Drugs and Alcohol (House Bill 415):

  • Establishes new laws for advertising and marketing materials for substance use disorder treatment providers.

Debt Collection Requirements (Senate Bill 477):

  • Specifies authenticated business records accepted in debt collection cases based on credit card debt.

  • Denies default judgment if proper documentation is not provided by debt buyers.

Hike in Electric Vehicle Registration Fees:

  • Fully electric vehicle registration fees increase from $140.25 to $180.00.

  • New $90 fee for plug-in hybrid vehicles.

  • Fees adjusted for inflation every four years.

New laws to take place in various states starting Jan 1

Gender-Neutral Toy Aisles (California):

  • Major retailers in California are required to include gender-neutral toy sections.

  • These sections must offer a "reasonable selection" of toys that could be marketed to children of any gender.

  • Fines of $250 for non-compliance, increasing to $500 for repeat offenses.

Illinois' Anti-Book Ban Law:

  • Illinois becomes the first state to outlaw book bans.

  • State librarian and library staff must adopt the American Library Association's Library Bill of Rights.

  • Public libraries not adopting this or similar language are ineligible for state grants.

New York's Crackdown on 'Puppy Mills':

  • Pet stores in New York are banned from selling dogs, cats, and rabbits to protect animals from poor conditions.

  • Stores can showcase animals from shelters for adoption.

  • Aimed at addressing concerns about profit-driven practices and the welfare of animals.

Michigan's New Gun Laws:

  • Michigan enforces a package of legislation to reduce gun violence.

  • Includes red flag laws, stricter background checks, safe gun storage requirements, and a ban on firearm ownership for those convicted of domestic violence for eight years.

  • A response to mass shootings at Oxford High School and Michigan State University.

Financial Literacy Courses (Georgia, Indiana, Minnesota, West Virginia):

  • Four states (Georgia, Indiana, Minnesota, West Virginia) require financial literacy courses in high schools.

  • Courses aim to educate students about earning, spending, saving, borrowing, and protecting money as adults.

  • Advocates call for more comprehensive financial education.

Over-the-Counter Contraceptives:

  • FDA approval of the first nonprescription oral contraceptive, Opill, expected to expand birth control access in 2024.

  • States like Rhode Island and New Jersey allow pharmacists to prescribe hormonal birth control without doctor visits.

  • Montana and Nevada laws permit extended contraceptive supplies and prohibit government-imposed limits on access.
