NOAA Proposes Boat Speed Limits to Protect Endangered Whales

[WWAY] NOAA proposes a speed limit of 10 knots (11 mph) for boats 35 to 65 feet long to protect the endangered North Atlantic Whale. Captain David Tilly of Wild Rover III voices concerns about longer and costlier charter trips.
